Resource Innovations Helps Utilities Quantify Power Outages and Boost Grid Reliability with ICE Calculator 2.0

SAN FRANCISCO, Calif. (July 16, 2025) — Resource Innovations, in partnership with Lawrence Berkeley National Laboratory (LBNL), has released the Interruption Cost Estimate (ICE) Calculator 2.0—a powerful upgrade to the trusted tool that helps utilities and policymakers estimate the economic impact of power outages.

Built on new survey data from 24 U.S. utility service territories and redesigned with modern planning needs in mind, ICE Calculator 2.0 provides more accurate, accessible, and nationally representative insights into the cost of electric service interruptions. As weather-driven disruptions and aging infrastructure continue to challenge grid reliability, this next-generation tool provides decision-makers with the data they need to prioritize investments that deliver real benefits for customers.

Originally developed over 15 years ago, ICE Calculator has been a cornerstone resource for the energy industry. The updated version reflects how much customer needs and electricity use have evolved—capturing modern usage patterns like remote work and digital operations, and leveraging updated regression models to power deeper insights.

Highlights of ICE Calculator 2.0 Phase l Include:

  • Data from thousands of customers across 24 distinct U.S. electric utility distribution service territories
  • Updated modeling and survey methodology for more accurate results
  • Support for a wider range of outage durations—from momentary blips to 24-hour disruptions
  • A redesigned interface developed with direct utility stakeholder input

The ICE Calculator is free, publicly available, and widely used by utilities, consultants, regulators, and researchers. It is hosted at www.icecalculator.com.

ICE Calculator 2.0 is part of a multi-phase initiative launched in 2021 by Resource Innovations and Berkeley Lab to strengthen how utilities assess the value of reliability and resilience. With Phase II already underway and more utilities joining the effort, the impact of the ICE Calculator 2.0 will continue to grow.
